The Escambia County Board of County Commissioners appoints five persons knowledgeable in the fields of labor, finance and commerce to oversee the Authority. Appointees serve a four-year term and may be reappointed for a second term, at the pleasure of the Board of County Commissioners.

Sandra J. Ward, Chairperson
James D. Cronley, Member Mr. Cronley is a principal in the Pensacola firm of Terhaar & Cronley General Contractors. He began his career as a builder and developer in 1971. Today, the firm lists a distinguished group of industrial, commercial, business and institutional clients in northwest Florida. Mr. Cronley is very active in community affairs and lends his time to many civic enterprises. He was chosen as Pensacola's Business Leader of the Year in 1990 and has donated much of his time to the Chamber of Commerce, serving in many different capacities. He was a member of the Executive Committee of the U.S. Navy Homeporting Commission and is a current board member of the West Florida Medical Center. He is also a member of the Escambia County Brownsville Committee. Professionally, he is a past president of the Home Builders Association of West Florida and past chairman of the Florida Construction Industry Licensing Board, District 1. Mr. Cronley is also a member of the National Association of Local Housing Finance Agencies and the Florida Association of Local Housing Finance Authorities.
Robert Ward, Secretary/Treasurer Mr. Ward is a Civil Engineer with Southern Land Concept, a firm he founded in 1976. Mr. Ward attended Pensacola Junior College and the University of South Alabama earning a B.S. in Civil Engineering. He is a licensed engineer in Alabama, Mississippi and Florida as well as a licensed surveyor in Alabama and Florida. He is a member of the National Association of Local Housing Finance Agencies, the Florida Association of Local Housing Finance Authorities, the Pensacola North Rotary Club, the Alabama Society of Professional Land Surveyors and the Alabama Pecan Growers Association. Mr. Ward is a native of Pensacola and has two children.
Mr. Cobb, a native Pensacolian, retired as President of Whitney National Bank and has over 35 years of experience in banking and finance. He earned his undergraduate degree in accounting from Florida State University and is a graduate of the Banking Graduate School of South Louisiana University. He is a member of the National Association of Local Housing Finance Agencies, the Florida Association of Local Housing Finance Authorities, as well as a board member of the AMR Community Development Corporation and a member of the Pensacola North Rotary Club. Mr. Cobb is married and has four children and is an avid traveler.
Mr. Jernigan is a Partner with Bay Design Associates Architects, and has practiced in the Pensacola area since 1981. He is a graduate of Auburn University with degrees in Environmental Design and Architecture, is licensed to practice Architecture in 5 states, and as well as being licensed as an Interior Designer, LEED Accredited Professional, and Florida Special Inspector for threshold buildings. His firm concentrates on commercial, educational and healthcare design. Mr. Jernigan has served on a number of community and professional organizations such as the American Institute of Architects (serving as state president in 2009), Committee for a Sustainable Emerald Coast, Committee of 100, Leadership Pensacola and many others. He has a particular interest in affordable and sustainable housing design.
