Escambia County Housing Finance Authority

The Authority employs an Executive Director, two Assistant Executive Directors and an in-house accountant to manage its daily activities and administer its Single and Multi-Family Mortgage Revenue Bond Programs.

Elbert served on the Board of Directors of the Housing Finance Authority since 1993 and was appointed Executive Director in 2008. He previously served as Vice-President for Lending of Community Enterprise Investments, Inc. ("CEII"), a not-for-profit entity specializing in small business lending and affordable housing. Mr. Jones earned a Bachelor of Arts degree from Alabama State University. He is a member of the National Association of Local Housing Finance Authorities, the Florida Association of Local Housing Finance Agencies, and a Member of the Board of the National Community Reinvestment Coalition. Originally from Alabama, Mr. Jones has lived in Pensacola since 1975. Elbert is married and has five children and six grandchildren.

Karyn Norton, Assistant Executive Director / Chief Fiscal Officer

Karyn joined the Authority in August 1996. Prior to joining the Authority, Karyn worked in various administrative positions for the City of Pensacola, the Government Credit Corporation, the nationally-recognized bond counsel firm of Livermore Klein & Lott and the Santa Rosa County Sheriff’s Office. Karyn earned Bachelor of Arts Degrees in Finance (1993-Magna Cum Laude) and Criminal Justice, Forensic Specialization with a minor in Forensic Accounting (2006-Summa Cum Laude) from the University of West Florida. She is a member of the Florida Association of Local Housing Finance Authorities (FLALHFA), the National Association of Housing Finance Authorities (NALHFA), the Florida Government Finance Officers Association (FGFOA), the Government Finance Officers Associations (GFOA), the Institute of Internal Auditors (IIA) and the Association of Certified Fraud Examiners (ACFE). Karyn is married and has one daughter.

C.J. Pipkins, Assistant Executive Director / Housing Programs

C.J. joined the Authority in June 1993. Prior to joining the Authority she worked for over 10 years as a legal and administrative assistant for the nationally recognized bond counsel firm of Livermore Klein & Lott. She has over 25 years of experience as a legal and administrative assistant. C.J. is a member of the Florida Association of Local Housing Finance Authorities, National Association of Local Housing Finance Agencies and The Florida Government Officers Finance Association. She is a native of Jacksonville and moved to Pensacola in 1986 to continue her career with Livermore Klein & Lott. She is a member of the Heritage Baptist Church in Cantonment, FL is married to the Worship Minister at Heritage Baptist Church and has two daughters, Chelsea, Cassidy and one son Caleb Logan.

Fran Jones, Accountant

Fran joined the Authority in May 2006. Prior to joining the Authority, Fran worked as the office manager at a respectable Acoustical Ceiling and Drywall business in Pensacola, FL. She received a Bachelor of Science in Business Administration in Accounting from the University of West Florida and an Associates of Arts Degree from Pensacola Junior College. Fran is a member of the Florida Association of Local Housing Finance Authorities, the National Association of Housing Finance Agencies, the Florida Government Finance Officers Association, the Government Finance Officers Association, the Institute of Internal Auditors, and the National Association of Professional Women. Fran is married.
